You should find one online, new or used, and make the right contacts. Gun stores usually jack the price up on target rifles quite a bit.

go to the clubs and watch the matches, meet the people
it is almost unheard of to buy a target rifle at a gun shop
we all buy from the specialty shops (or used) and have them shipped to a local dealer and do the transfer there.
the local club guys will know what shops have done the receiving regularly and you won't have to explain the whole process to guy who only sells hunting rifles
in Kalif there is a 10 day wait and some outrageous fees, u must be 18 and have a clean police record (federal law).
