Small rail on 1913 hand grip - what's it used for?

Can anyone tell me what the small rail is used for on my son's hand grip on his 1913?

It is used for a "palm rest" for the shooting hand. Never see them on the rifles becasue they just tend to push the hand into an uncomfortable position.

The actual term that I have seen used in the past is a "heel rest", and as previously noted, in theory, it is to provide support to the trigger hand.

Not worth using, as Pat noted that they are pretty uncomfortable to use and have no benefit. They also tend to make the rifle roll to the right if there is too much pressure exerted downward.

I actually find it quite comfortable for offhand, but are they legal in ISSF matches?

For free rifles, yes. For standard and air rifles, no.

Some might be wobbly about the terms 'standard' and 'free' rifles (mens 50m rifles sometimes refered to as 'free' and womens as 'standard').
The heel rest prohibition only relates to 300m and 10m rifles.
300m & 10m - 7.4.3.2 A thumb hole, thumb rest, palm rest, heel rest and spirit level are prohibited.
