In a match can officail scorers look at the targets after scoring and postings to double check no entry mistakes were made. Or can they be looked at again in the case of a tie to make sure all scores were correct before declaring a tie.

Where can I find rules on this for both NRA matches and USA matches

The competitor is first and foremost accepting the individual shot values during the challenge period. If the shooter discovers a math error, that should be identified as well, but the primary check is on the individual shots. If someone on the scoring/statistical team later realizes that 99, 96 and 98 add up to 293, not 296, the correction should be made. On what grounds could the shooter object to proper arithmetic?

I've seen all sorts of errors that result in scores and rankings being posted two, three or more times until everything is correct. These range from simple math errors when scores are added by hand to problems with home-grown spreadsheets, e.g. it leaves out kneeling and counts standing twice.
