One model to follow would be to try to get it restarted as a high school sport. I know several high schools have Junior Reserve Officer Training Corps (JROTC) classes that often have 3-position air rifle and sometimes 10m air pistol teams. Trying to expand such programs to be school-wide would be a big start, and something I think USAS should encourage. As model, they could look to how USA Clay Target League has been able to successfully expand shotgun shooting to several states across the country. http://www.usaclaytarget.com/
