With more than 1 relay, does everybody shoot the first stage, then the second one or do you have them shoot both, then start up a new relay.

Rule 8.7.4.1:-
"The second 30 shot stage must begin only after all shooters have completed the first 30 shot stage. If there are fewer shooters than are necessary to completely fill all relays in the first stage, then the gaps must be left in the last relay of the first stage."
