Not sure how much heat they tried but a high wattage soldering iron directly on the screw until you see fume appear from the thread.
The loctite will usually turn to powder allowing it to be unscrewed.

I travelled internationally to many world cups with a morini and a pin spanner to remove the end cap. Never any problems, taking the end cap off stopped arguments in their tracks.

If you can find 5 fixed targets then have your own light system to clip on for timing training.

If the firearm had a uncommanded discharge then it needs to be removed from the line to be fixed as it is should be considered unsafe. Claim a break and cease to function and have it fixed off line. The LP400 is one model series back, with the LP500 the current model. Air tanks from the LP400 and 500 are the same and are interchangable. The longer tank will give you more shots and be a bit heavier (CofG further forward). It is legal to use either tank on your pistol and will not effect accuracy...

Its a throwback from rifle sights.
Some pistols use rifle sights which can still be canted.
